Retired in May 2007, after serving in the Gaithersburg Police Department (MD) for 28 years with 21 years serving as the Chief of Police. She continues to work as a management consultant for municipal organizations, serving as a subject matter expert in pattern and practice investigations with the U.S. Department of Justice, and as a Court-appointed Federal Monitor for the New Orleans Police Department. She is a Past-President of the International Association of Chiefs of Police (IACP). She is the first woman to serve as the President of the IACP in its 113-year history. She has over twenty-two years of experience as an assessor and Team Leader with the Commission on Accreditation for Law Enforcement Agencies and serves as a CALEA Commissioner and Vice President of the Board of Officers. She has a Master of Science in Human Resource Management and a Bachelor of Science in Law Enforcement/ Criminology. She is also a graduate of the FBI National Academy.
